Here is how it works Billboard Year- End CHarts take in sales of December (previous year) - November (Current Year) to create their Year End Charts.
MEANING:
Last Week Of November is the LAST week that is apart of the Year End Chart for that year.
So that's why you see albums like:
Pink Friday
Loud
MBDTF
Speak Now
The Gift
On the Top of the Billboard Year End charts because they were ALL released the Last few weeks of November which means ALL of their sales minus maybe a week of 2 were factored into their ranking.
Which is WHY, they charted higher than albums that came out in 2011 (they factor in that last month of sales in December, which alot of artists get Holiday Sale Boosts...)
The Top 20 on Billboard 200 year end album chart only has 4 2011 albums in it

Gaga - 1 million first week
Wayne - 950k+ first week
Jay & Ye - Fourth 2011 album to go Platinum.

Due to this methodology, albums at the peak of their popularity at the time of the November/December chart-year cutoff many times end up ranked lower than one would expect on a year-end tally (2010), yet are ranked on the following year's chart as well (2011), as their cumulative points are split between the two chart years.
Sometimes, the best-selling album of the year of Billboard is different than best-selling album of the year of Nielsen SoundScan, because Billboard calculates the year from December to November and Nielsen calculates the year from January to December.
